PROJECT DESCRIPTION:
The project will address urgent actions to secure water supply and strengthen resilience to climate impacts, specifically in Grand Moroni, while preparing the ground for future medium and long-term interventions for water supply, water security, and sanitation services.
PROJECT INFO:
Funded by a US$15 million IDA grant over five years, the project components and subcomponents are as follows:
Resilient Water Supply Infrastructure for Grand Moroni. In an effort to “build back better,” the project will support infrastructure that is resilient to natural hazards and climate change. This project will finance a set of investments to address the most urgent water supply production, storage, and distribution issues in the city, grouped under the following three subcomponents: - Subcomponent 1a. Securing water supply production - Subcomponent 1b. Increasing water storage - Subcomponent 1c. Water supply distribution and resilience building
Sector Governance Strengthening, Capacity Building and Sector Strategies. To improve the governance of the sector, as well as SONEDE’s operational and financial performance, this component will support short-term sector reform priorities and provide technical assistance for key sector institutions. Activities will be grouped under the following two subcomponents: - Subcomponent 2a. Sector governance reforms and capacity building to key sector institutions - Subcomponent 2b. Strategic sector studies
Project Management This component will fund the recruitment of experts for the Project Implementation Unit (PIU) as well as the project management costs. The PIU will need to be in place within 3 months after the Effectiveness Date and will consist, at a minimum, of a coordinator, a procurement officer, a financial management expert, an internal auditor, and an environmental and social expert. It is expected that the PIU will also have a communication expert and a monitoring and evaluation (M&E) expert, who will also support coordination across donor projects with SONEDE in Moroni and its surroundings. This component will also finance select capacity building activities to strengthen the implementation capacity of the PIU and SONEDE.
